The Information Technology Specialist III serves as the Principal Enterprise Architectural Engineer for the CalCrash application, providing expertise in data and enterprise architecture for strategic and tactical planning activities for CalCrash. The Information Technology Specialist III is accountable for coordinating and contributing to the development, alignment, and evolution of CHPs enterprise-wide information technology (IT) planning functions to support and advance business and IT needs. The role involves leading highly complex and analytical work for Calcrash.

The incumbent uses advanced expertise and skills in current and future technology trends, interfaces, protocols, and data architecture styles to advise management on data management strategy, policy, and governance. The Information Technology Specialist III leads and facilitates work groups to develop strategically critical information strategies, information design, and data-focused technologies within design reference and solution architectures. Additionally, the Information Technology Specialist III independently performs activities in support of executive staff functions.

The Information Technology Specialist III is expected to maintain regular, consistent, and predictable attendance, and demonstrate integrity, initiative, dependability, and good judgment.

This limited-term position may be extended up to a maximum of 24 months, with the possibility of becoming permanent.

The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.

1. Describe your experience leading the development and implementation of architectural frameworks for large-scale projects. Provide an example of a project where you successfully aligned technical architecture with organizational goals, including the strategies you used to ensure stakeholder buy-in and project sucess.

2. Discuss a time when you had to design and implement a complex solution to address a critical challenge in a large-scale project. How did you evaluate and integrate emerging technologies to meet project objectives while ensuring scalability, performance, and compliance with organizational standards?

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Must have expert-level knowledge and experience in designing efficient and complex data and architectural solutions for transaction processing, data analytics, and data warehousing.

Knowledge of: the Software Development Life Cycle, industry standards, and frameworks; State IT Governance Policies and Security Standards per the State Administrative Manual; industry Web standards and technologies; Service Oriented Architecture; requirements analysis, business process reengineering, and alternative analysis; data architecture, data mining, large-scale data modeling, and business requirements gathering/analysis; strong understanding of relational data structures, theories, principles, and practices; experience in enterprise repository tools, data modeling tools, data mapping tools, and data profiling tools; strong written and verbal communication skills with ability to reason logically, analyze situations, and reach sound conclusions.
